Roy W Smith

Vice President

With over 35 years in civil design, project management, and department leadership, Roy serves as Vice President and Principal at RJOC. In this role, he shapes the firm's strategic direction, spearheads growth initiatives, mentors team members, and oversees financial management to ensure sustained success.

Roy has master-planned, designed, permitted, and supervised construction for commercial, retail, and telecommunications developments across New England. His expertise in managing large-scale projects, many between 500,000 and 2 million square feet, is exemplified by recent work on the Arsenal Yards project in Watertown, MA. Roy also brings specialized knowledge in stormwater management, septic systems, water quality systems, water supply systems, and utility design.

Prior to joining RJOC, Roy served as Director of Engineering at a prominent regional consulting engineering and survey firm in Worcester, MA. Before that, he was Senior Project Manager with the Boston Land Development Unit of Carter & Burgess, where he built his reputation in complex project delivery.
